城市居民最低生活保障制度研究-突出问题和对策探讨.doc

摘要：本文以城市居民最低生活保障制度为研究对象，通过文献研究，总结出目前中国城市最低生活保障制度在执行中出现了应保尽保目标难以达到、缺乏科学的审核和管理方法、出现负激励效应等问题。针对这些问题，笔者提出向普遍性社会救助转变、中央将职权下放、以积极主动的福利政策代替传统社会救济、社工介入跟踪管理等对策。

Abstract：This paper is a research on Urban Residential minimum living standard security system. Based on existing researches, I have found that the Urban Residential minimum living standard security system can’t satisfied everyone in need for now. The management of the system is not scientific and effective. And the system caused a phenomenon that some people who get relief from the system get too slothful to work. To solve these problems, I suggest that we should develop social relief programs for everyone. Secondly, the authority should be distributed to the basic civil administration department so that they can get more effective. And we should put an active welfare policy instead of the traditional social assistance. Last but not the least, I suggest that social worker should play an important role in helping people in the system get their lives better.

　　当前中国的最低生活保障制度究竟是社会救助的新方向还是传统救济的延续，这是一个具有争议性的议题。但可以肯定的是，最低生活保障制度作为我国社会救助体系的基础部分，在政策执行期间出现的各种困境都成为政府、社会乃至学界密切关注的议题，笔者对比国内外经验总结出以上几点政策建议，包含了笔者对城市居民最低生活保障制度的发展方向做出的大胆推测。希望能够为该政策的完善提供一个新的视角。
