扩大人民币跨境结算试点的利弊分析.doc

摘要：2008年全球性金融危机的爆发，凸显了当前国际货币体系存在的弊端，同时美元、欧元等传统的国际货币的汇率在此次危机中波动极大，给我国的对外贸易带来了较大的负面影响。必须减少对美元的依赖，降低汇率风险对我国贸易的影响；同时，此次危机中人民币汇率保持稳定的波动幅度，人民币在一定程度上已经成为周边国家与地区的流通货币，并初步具备用于国际结算的条件，在此双重背景下，中国提出了人民币跨境结算业务。

　　　本文从相关政策规定、操作模式、结算规模和回流渠道四个方面分析了人民币跨境结算的现状。对扩大我国人民币跨境结算的正面效应展开讨论，同时分析了扩大人民币跨境结算带来的负面效应，并在此基础上提出了相应的研究对策。最后得出如下结论：人民币跨境结算规模将继续稳步增长，但是人民币被广泛接受还需要一定的时间，扩大人民币跨境结算具有正面效应的同时也带来相应的负面影响，需要完善人民币汇率形成机制，进一步完善金融监管，金融管制等。

　　　积极探索、研究人民币跨境结算业务，推进人民币跨境结算的快速发展，对于促进我国经济金融的发展具有重要意义。同时在推进人民币跨境结算业务发展的过程中也能为人民币从区域化走向国际化积累宝贵的经验。

ABSTRACT：The outbreak of the global financial crisis in 2008 highlights the existing disadvantages of the current international monetary system, and the uninstability of exchange rate of dollar, euro and other traditional international currencies broght great negative effects to our foreign trades. Must be to reduce dollar dependence and the effects on our trades of exchange rate risk. Moreover, the exchange rate of RMB keeps stable in this crisis, the RMB has become a currency of surrounding countries and regions to a certain extent, and has good conditions for international settlement. Under the dual background, China proposed the RMB cross-border settlement.

　　　This paper based on the related policies and regulations, operator schema, scale of settlement and back channel analyses the present situation of RMB cross-border settlement. Discusses the significance of the expansion of China's RMB cross-border settlement, and analyses the shortcomings of the expansion of China's RMB cross-border settlement, put forward the corresponding policy measures on this basis. Finally get the following conclusion: the RMB cross-border settlement scale will continue to increase, but it still needs a certain amount of time for been widely accepted. Expand the RMB cross-border settlement has positive significance but also brings some disadvantages. It needs to improve the RMB exchange rate formation mechanism, and to further improve the financial supervision and regulation.

　　　Exploring and researching the RMB cross-border settlement, promoting the rapid development of the RMB cross-border settlement, has great significance to promote China's economic and financial development. Other way, it can accumulate precious for internationalization of RMB in the process of promoting RMB cross-border settlement.

　　　本文主要采用文献研究法以及数量分析法，对跨境贸易人民币结算的现状进行分析，同时指出扩大人民币跨境结算的利弊，并针对性的提出意见和建议。

　　　本文分为五个章节。

　　　第一章介绍论文的研究背景、研究意义、主要研究内容以及文献综述。

　　　第二章通过相关政策规定、操作模式、结算规模和回流渠道四个方面对跨境贸易人民币结算的现状进行系统的分析。

　　　第三章分析扩大人民币跨境结算的正面效应，同时指出扩大人民币跨境结算的负面效应。

　　　第四章根据第三章指出的扩大跨境贸易人民币结算的负面效应，提出相应的研究对策。

　　　第五章针对全文做一个总结。
