低碳经济视角下中国外资利用问题及对策.rar

摘要：改革开放以来，规模持续扩大的外资在推动中国经济增长的同时，也给中国生态环境带来了一定的负面影响。随着低碳经济在各国推广，面对资源性短缺、社会需求、经济发展模式的变更以及国际、国内经济环境的改变，中国必须提出符合低碳经济的发展要求的外资对策。本文首先介绍了低碳经济的现状，包括低碳产业和低碳技术的现状。然后介绍了外资利用现状，分析了在低碳经济视角下中国利用外资过程中所产生的一系列的问题，针对这些问题提出了相应的对策。突出当前外资的引进必须兼顾环境的可持续发展，在低碳经济发展下合理利用外资。

Abstract：With China's reform and opening up expanding, foreign direct investment is getting more and more, at the same time, the scale is also bigger. But it makes negative effect on our ecological environment. Because of resources shortage, society demanding and economic development mode changing, the low carbon economy idea has been applied by many countries. China must re-examine the current foreign investment and take measures to adapt to development requirements of low carbon economy. Firstly, the paper introduces the current situation of low carbon economy，which including low carbon industries and low carbon technologies. Secondly, it introduces the situation of using foreign investment. Then it analyses many environmental problems when developing low carbon economy. Finally, it put forward many effective countermeasures to the use of foreign investment in order to solve the problems. Generally speaking, when we use of foreign investment, we must take into account environmental sustainability. We should rational use of foreign investment in the development of low carbon economy.

　　　外商直接投资是中国经济发展的重要动力，它对中国的经济发展做出了巨大的贡献，然而它也是污染行业转移的重要载体，目前，中国的二氧化碳排放量居世界第二位。因此，外商直接投资投放于哪些行业、结构是否合理将对中国发展低碳经济产生重大影响，然而中国的外资政策的调整还远远没有到位，建立外资政策新体系的系统工程才刚刚开始，分析在利用外资的过程中出现的问题，提出相应的对策将有利于改变这一现状促进低碳经济的发展，有利于中国由过去的高消耗高污染的经济模式向低消耗低污染的理想模式转型，并在保证中国经济高速增长的同时兼顾到环境问题，使得中国利用外资的重点逐步转到引进先进技术、管理经验和高素质人才上来，从而弥补资金、外汇不足，以更加注重生态建设、环境保护、资源能源节约与综合利用。
