摘要:随着我国农村经济的快速发展，我国农村人民调解制度滞后于农村发展，而且诉讼难以解决农村深层次矛盾。本文首先提出对解决农村内部矛盾的必要性，通过对我国农村人民调解制度在调解人员素质、工作运转经费、法律制度保障和机构设置等方面存在的诸多问题进行了探究和分析。针对这些问题，提出了提高调解人员素质，健全保障机制，促进调解与法院诉讼程序的有机衔接，设立监管机构等改革和完善农村人民调解制度的具体措施，以期更加有效的解决农村纠纷和矛盾，并促使我国农村和谐、健康的发展。

Abstract:Though the economy in rural area of our country enjoys rapid development, the mediation system lags behind the rural development and it is difficult for litigation to solve the deep contradictions. This paper first explained the necessity of solving the internal contradictions. Then it explored many of existing problems in rural people's mediation system such as the mediation personnel quality, operation expenses, institutions setting and legal system security. In order to solve these problems and promote healthy development of rural area in our country, some specific suggestions are put forward such as improving mediation personnel quality, improve the security mechanism, promote the organic link between mediation and court proceedings and set up supervising agency and perfect rural people's mediation system.
