对“网络反腐热”的理性思考.doc

摘要：网络反腐在中国已经大行其道，民间起始，政府现在高度重视。与传统反腐方式相比，它具有公开、透明、快捷、高效等多方面的优点，有效弥补了传统制度反腐的缺位，但是也由于其发展不够规范，还存在着侵犯隐私、被利用作为打击报复的工具等缺点。本文通过对网络反腐与传统反腐的对比及对网络反腐局限性的分析，提出若干措施，希望通过政府与公众的共同参与，理性利用网络来达到反腐败的目的。

Abstract:The network of corruption in China has been popular, folk initiation, now the government attaches great importance to. Compared with traditional anti-corruption, it is open, transparent, fast and efficient, and other advantages, can overcome the shortcomings of the traditional system of anti-corruption in the vacancy, but also because of its development is not standardized, there are violations of privacy, to be used as the tool take revenge. This article through to the network of corruption and anti-corruption contrast to traditional network of corruption and limitations of the analysis, put forward some measures, hope that through the government and the public participation, rational utilization of network to achieve the purpose of anti-corruption.

　　　近年来，对于多数网民来说都知道网络反腐的存在，但却对网络反腐并不了解。什么是网络反腐？对于“网络反腐”的定义，当前相关的学术论述甚少，主要有下面两个：一个是湖南大学廉政研究中心副教授田湘波对“网络反腐”的定义：“所谓‘网络反腐’，不仅是指利用网络平台听取网民对党风廉政建设和反腐败工作的意见、建议，还包括接受、处理和反馈网民的信访举报及有关投诉。这是一个受理和处理互动的过程。同时，还应包括以网络为基础的电子政务建设和以政府信息公开为基础的网上监督系统的推广和应用。”另一个是黑龙江省社会科学院政治学研究所助理研究员郝一峰认为，“网络反腐，即通过网络技术及所引起的社会舆论效应对执政行为的监督和对权力的约束，从而达到有效预防、遏制、惩戒腐败行为的一种全新方式，是反腐败事业的新方式。” 权衡两位专家的定义，笔者认为“网络反腐”就是一种国家反腐机关和广大网民通过网络揭露、追查和曝光各类腐败行为的方式。它是互联网时代的一种群众监督新形式，借互联网人多力量大的特点，携方便快捷、低成本、低风险的技术优势，更容易形成舆论热点，成为行政监督和司法监督的有力补充。
