基层政府寻租行为的研究与治理.doc

摘要：我国当前存在的基层政府寻租现象同西方发达国家中的政府寻租行为在时代背景、表现形式等方面都有着较大区别，因此照搬西方寻租理论来解释我国基层政府寻租现象是有失偏颇的。本文在借鉴西方寻租理论的基础之上，坚持理论联系实际，立足于中国的实际状况，结合自己对目前基层政府寻租行为的一些研究，分析基层政府寻租行为存在的弊端并适时提出自己合理化建议。

Abstract: Out current existence of rent-seeking behavior of basic level governments have a large difference in the background and manifestations and other aspects with Western developed countries. So copy the Western rent-seeking theory to explain the rent-seeking behavior of basic level governments in China is biased. This article above draw the basis of the rent-seeking theory in the West, to integrate theory with practice, which based on the actual situation in China, combined with some investigation of their own grass-roots government rent-seeking behavior, analyze the drawbacks of the primary government rent-seeking behavior and put forward their own insights.

　　在我国市场化建设的进程中,基层政府发挥了十分重要的作用,为我国地方经济发展、乃至整个国家稳定发展提供了重要保障。但是在现实生活中，随着基层政府职能行为不断扩展，出现了大量变异的基层政府职能行为，其中寻租行为就比较有代表性，这些行为具有严重的负效应。因此，研究和探讨寻租行为的产生原因及其治理对于促进基层政府的善治具有重要意义。
