摘要：新型农村合作医疗，指由政府组织、引导、支持，农民自愿参加，个人、集体和政府多方筹资，以大病统筹为主的农民医疗互助共济制度。采取个人缴费、集体扶持和政府资助的方式筹集资金，是由我国农民自己创造的互助共济的医疗保障制度，在保障农民获得基本卫生服务、缓解农民因病致贫和因病返贫方面发挥了重要的作用。南通市通州区作为第一批重点试点单位, 是江苏新农合发展的一个样板，被誉为“通州模式”。本文通过对南通市通州区新型农村合作医疗制度的探索和研究，结合相关政策以及数据和实施实例参考研究，针对现行的新型农村合作医疗制度所存在的一些问题，提出针对性较强的政策建议，实现新型农村合作医疗制度的调整和完善，保证新型农村合作医疗保险制度的可持续发展。

Abstract: The new rural cooperative medical system，the government organization, guidance and support, farmers voluntary participation, individual, collective and government financing, mainly to co-ordinate the serious illness of farmers medical mutual aid system. Take personal contribution, collective support and government financing way of raising money, is by our country farmer created their own mutual medical insurance system, to protect farmers access to basic health services, alleviate the farmer poverty caused by diseases and play an important role. Nantong city of Tongzhou District as the first batch of key pilot unit, Jiangsu is the new rural cooperative medical system in the development of a model, known as" Tongzhou mode". This article through to the Nantong city of Tongzhou District new rural cooperative medical system exploration and research, combined with the relevant policies and implementation of data and examples of reference research, in view of the current new rural cooperative medical system existing problems, put forward targeted policy recommendations, the realization of the new rural cooperative medical system adjustment and improvement, ensure that the new rural cooperative medical insurance system of sustainable development.
