转型时期弱势群体政治参与研究_行政管理.doc

摘要：经济体制改革使得我国进入社会转型期，转型时期我国的各种社会关系发生了深刻的变化，社会成员处于分化、定位、整合的过程中。作为改革开放、社会转型期的代价，社会阶层不断演化，产生了大量的弱势群体。弱势群体政治参与能力低下和意识薄弱已经成为我国当前的一个独特而带有普遍性的问题。

　　　关注并认真解决弱势群体问题，针对现有的弱势群体政治参与困局，从各个层次扩大弱势群体有序的政治参与，从经济建设、政治建设、文化建设、其他建设等多方面寻找解决方法，有助于深化改革、维护社会安定、促进经济的稳定发展和构建和谐社会。

Abstract:Reform of the economic system has made Chine step into the transitional period, when social relations have undergone profound changes and people are re-classified. As the price of the reform and opening up, the social classes evolve gradually, thus resulting in a large number of social vulnerable groups. The low ability, as well as the weak awareness of their political participation has become a unique while common issue for China.

　　　Attention must be paid to the social vulnerable groups to solve their problems. Considering the current situation, all kinds of means should be used to improve the areas where they can join in the political activities economically, politically, and culturally. All these will help to deepen the social reform, maintain the social stability, promote the economic development and build the harmonious society.

　　　弱势群体是我们社会中的基本劳动者，是我们政权的支撑，也是社会主义建设的基石。解决弱势群体问题对构建和谐社会具有重大的现实意义，而解决弱势群体的政治参与则是解决弱势群体问题的关键。

弱势群体的政治参与作为我国政治文明的重要组成部分，它受到社会经济发展水平、政治民主化程度、教育文化条件的制约，同时又对社会发展具有反作用。在当前社会转型发展过程中, 从政治、经济、文化等不同层面探讨扩大弱势群体有序政治参与不仅对于维护和实现弱势群体权益具有重要意义，并且对未来和谐社会的构建具有举足轻重的作用。
