新生代农民工就业困境中的政府责任探析.doc

摘要：“新生代农民工”指以80后、90后为代表的新一代农民工,他们在1.5亿外出农民工中约占60%,即近1亿的数量。他们在中国发展进程中起到非常重要的作用,现在他们的就业面临许多问题，本文介绍了目前他们面临的就业困境，并分析政府应如何尽到责任帮助他们来解决就业问题。

Abstract: "the new peasant workers"  refer to as a representative of migrant workers of the new generation after 80,90s. in 1.5 million out migrant workers ,the  proportion of the is nearly 60% , namely, nearly 1 billion. they are playing  important roles in the course of the development in China , and now their employments are facing many problems, this paper introduces the current employment difficulties they are facing, and analyzes what the government should do to fulfill its duty to help them to solve the employment problems.

　　一直以来,农民工的收入都是比较低的、拖欠工资现象严重、劳动时间过长、劳动环境恶劣、非正规就业造成的权利缺乏保障、与城市正规就业产业工人相比，同样的工作却不能够得到相同的报酬，同样的工作付出的劳动力也是不相同的，获得的权益保障也是和正规的产业工人也是有差别的。这些歧视，通常都是农民工就业中面临的很大的问题。新生代农民工中同样也存在着劳动合同签订率低、社会保险参与率低、工资水平总体偏低的现象。相对应的，工伤及职业病多、加班多、劳动争议多。这些目前还没得到很好的解决。
