低碳经济下食品贸易壁垒的新趋势(基于包装问题的对策分析).doc

摘要：发展低碳经济已经成为不可抗拒的世界经济发展潮流，任何一个国家的可持续发展都离不开对资源的有效与合理利用。在食品工业领域，环保、低碳的声音不断高涨，包装在欧盟、美国、日本等发达国家已实现了立法，并将环保的规定延伸到进口包装的各个层面。要求商品包装及其内装物不许对人类健康和环境带来损害，已成为目前各国技术性贸易壁垒的手段之一。为有效应对国外各种层出不穷的食品包装安全法规和要求，进一步扩大我国食品出口，广大食品出口企业务必提高对食品包装质量安全认识，在确保出口食品自身质量安全的同时，还须及早采取有效应对措施，确保出口食品包装的质量安全。我们要避免过度食品包装等高碳包装方式，努力探索更好的低碳包装形式，使食品包装朝着低碳经济的方向发展。

Abstract：The development of low carbon economy has become the development trend of world economy is irresistible, the sustainable development of any country all cannot do without effective and rational utilization of resources. In the food industry, environmental protection, low carbon voice rising in the European Union, the United States of America, packaging, Japan and other developed countries have realized the legislation, and the environmental protection shall extend to all levels of imported packaging. Requirements of commodity packaging and its contents are not allowed to bring harm to human health and the environment, has become one of the countries of technical barriers to trade means at present. Emerge in an endless stream to effectively deal with various foreign food packaging safety regulations and requirements, to further expand China's food exports, the majority of food export enterprises must improve the quality of food packaging safety awareness, to ensure that the export of food quality and safety of its own at the same time, must take effective measures, ensure the quality and safety of export food packaging.We want to avoid excessive food packaging and other high carbon packing, strive to explore low-carbon forms of packaging better, make food packaging towards a low carbon economy development.

低碳经济下，食品包装贸易壁垒对我国的食品出口限制有利有弊，发达国家对我国食品包装出口的限制推动我国食品的安全生产和绿色包装壁垒为了突破发达国家设置的包装壁垒，我国食品必然会从食品的质量安全上下功夫，对食品的包装工作会更加重视，更加注重采用绿色包装，并积极的去取得发达国家所制定的各种有关食品包装的认证，取得环保或绿色包装标签。企业的这些向发达国家标准主动靠拢，以达到发达国家食品包装规定的行为，会促进多数出口食品企业的行业自律，并促使整个行业标准和技术的提升。
