论农业产业化发展中的政策支持.doc

中文摘要:农业产业化是社会生产力发展到一定水平后的产物，农业产业化的快速发展标志着生产力发展到了一个新的阶段。发展农业产业化，对发展农村经济、解决三农问题，有着极其重要的意义。但伴随着农业产业化得到快速发展的同时也出现了不少问题，如：农村市场体系的不完善，税收制度的缺陷，龙头企业数量少，对可持续发展的认识不够等。这些问题的出现，日益突出了政策支持在农业产业化发展中的作用。为此，本文从农业产业的现状与存在的问题入手，提出政府政策支持对农业产业化的发展是必要的，旨在为农业产业化的发展提供一些参考。

ABSTRACT:Agricultural industrialization is the social productivity development to a certain level of the product. The rapid development of agricultural industrialization marks a new stage of development of the productive forces. Development of agriculture industrialization is important to develop the rural economy and solve the three agricultural problems. But with the development of agricultural industrialization rapidly, there was also some problems, such as Imperfect rural market system, flawed tax system, few leading enterprises and lack of understanding of sustainable development. These problems make the policy support increasingly important in the development of the agricultural industrialization. Therefore, this article goes about the agricultural industry status and existing problems. Then article come up with the government policy which supports the development of agricultural industrialization. That can provide some reference to develop agricultural industrialization.

本课题的目的及研究意义

　　　实现全面建设小康社会的宏伟目标。关键在农村，重点在农业，难点在农民。因此，把解决“三农”问题作为全党工作的重中之重，这是新时期做好农村工作必须坚持的指导思想。我国的基本国情决定了要保持农业和农村经济的稳定增长，不断提高人民生活水平，只有通过对农业和农村经济结构进行调整、优化，走农业产业化经营道路，才能保持农村稳定，农业保障农业发展，保证农民增收。农业产业化是在农村商品经济发展过程中，农民实践创造后各级总结完善的一种农村生产经营模式。政府在农业产业化发展的过程中以政策形式给予各方面的支持可以加快中国农业现代化的进程，达到农业快速发展的目的。

　　　本课题研究的研究意义在于两个方面：第一，通过介绍农业产业化发展的重要性，以及农业产业化在中国发展的现状及问题的分析，提出政府应该在农业产业化发展过程中以政策的形式给予各方面的支持，该点具有现实的实践指导意义。第二，对国内已有的农业产业化方面文献进行阅读研究，总结归纳了政府在政策方面给予农业产业化发展支持的必要性原因，并对可行性措施进行了探索和总结。本文希望通过研究政策支持的必要性对我国农业产业化发展起到推动作用。
