国际气候政治升温下中国面临的困境.doc

摘要：随着全球气候变化，特别是全球变暖问题对人类的生存和发展影响日增。作为世界上最大的发展中国家和新兴经济体，中国既要迎接挑战也要抓住机遇，认清自己所面临的困难，寻求解决之道。本文围绕气候政治的产生、气候政治升温的原因、中国面临的困境等进行了深入分析，在此基础上提出了相关应对措施。

Abstract：Along with the global climate changing,some things have more and more influence on human survival and development,especially the problem of global warming.As the world's largest developing country and emerging economies,China should not only meets the challenge but also seizes the opportunity and recognizes the the difficulties China faces to seek the way of solution.This paper focuses on climate political generation,the reasons of global climate political warming and the dilemma China faces to in this background.And it tries to analyse them deeply,in order to find the related countermeasures in this foundation.

　　　进入工业化时代后，人们对自然的影响越来越大。在此期间，气候这一自然科学名词与环境、生态等日益受到人们的关注，并逐步转变为超越意识形态、社会制度和民族国家界限的全球性安全问题，其直接威胁到全人类的最高利益即生存权益。

　　　要解决气候问题，主要有两种途径，即科学途径和政治途径。科学途径就是科学家和研究机构根据科学研究提供各种环境难题清单，对未来气候变化进行预测，并对此提出理论意义上的解决之道。它已经或正在影响着现代文明的进程。而政治途径是政府与政府间就环境问题进行公共决策。这对人类社会的影响更为明显和广泛，也更受到人们的关注。
