我国城镇居民养老保险制度的现状问题及对策研究.doc

摘要:我国城镇居民养老保险制度发展到今天已有五十多年，在这近半个世纪的发展历程中取得很大的成就，为经济的快速发展、社会的和谐稳定起到了极大的作用，而这些成就为今后城镇居民养老保险制度的发展提供了许多的借鉴经验。然而，在城镇居民养老保险制度的发展的同时，仍然出现了覆盖率低、待遇不均等问题，而这些问题成为了城镇居民养老保险制度发展的绊脚石，阻碍着城镇居民养老保险制度的健康发展。如果不根据存在的问题找到问题出现的根源，并提出针对性的解决措施，解决这些问题，那么将会严重影响城镇居民养老保险制度的发展以及社会保险体系的发展，影响社会的和谐与稳定。

现在我国城镇居民养老保险制度出现了三种不同的养老保险制度并存的情况。在城镇居民养老保险制度发展过程中出现的覆盖面窄层次低、制度的缺陷以及三种养老保险制度并存所造成的待遇不公、影响和谐社会的发展等问题，首先，我们应加大对养老保险的宣传力度，通过对养老保险进行足够的宣传。其次，通过立法弥补养老保险制度的漏洞，加强对养老保险制度进程的监督。最后，国家、企业都应积极地为劳动者考虑，努力缩小待遇差距。只有这样，才能促进城镇居民养老保险制度的发展，缓和社会矛盾，共建和谐社会。
