摘要:义务教育绩效工资的实施,是新世纪国家为建设教师队伍,实现义务教育均衡发展做出的重大决策。我国绩效工资改革两年来,取得了丰盛的成果,如很多教师享受到了政策带来的加薪的好处,吸引更多教师从教;但也存在很多不足,如各地发展悬殊大,教师之间的不正当竞争,考核内容方式存在争议等等。相比之下,绩效工资改革较早的国外有更多的经验和教训,本文就从国内外教师绩效工资研究现状入手,界定了义务教育绩效工资的内涵,阐述了绩效工资在义务教育中的实施目标,并通过大量文献的整理和调查,总结出了义务教育绩效工资改革存在的不足,从根本上分析阐述了导致这一不足的原因,提出建设性的解决建议和措施。

Abstract:The implementation of the performance-based pay for compulsory education is a policy of great importance made by our government in this new century. It aims to well construct the teaching body and balance the promotion of compulsory education. Our country has benefited a great deal of positive results since the reform started over. For instance,lots of teachers have enjoyed the benefits the policy brings,which appeals to many more others. However,there also exists deficiency in some way:the great disparity of development among places,the unfair competition between teachers,the controversial methods of assessment criteria,etc. By contrast, Performance-based Pay Reform abroad in earlier times can offer us more experience and lessons. This paper,in addition,by sorting and surveying a large number of documents, summarizes the shortcomings of compulsory education performance-based pay reform,fundamentally analyzes and expounds the causes of the deficiency, puts forward constructive suggestions and measures to solve the problems.
