摘要：“三农”问题一直是我国关注的重点问题，改革开放以来，我国着力于建设社会主义新农村，并高度重视农村文化事业的发展。党和政府制定了若干政策，采取了一系列措施，加之广大农民群众的共同努力，我国的农村文化事业取得了明显的成就，农村教育事业有所改善，农民素质普遍提高，农村的文化生活有所改善，文化建设得到加强。但是，在农村文化事业的发展过程中，还存在着一些问题导致了农村文化事业的发展滞后。农民的整体文化素质还不是很高，农村依旧存在着负面文化，文化经费严重不足，文化基础设施落后。因此，我们要分析导致农村文化事业发展滞后的因素，并提出解决的方法和途径。农村的文化事业作为我国社会主义新农村建设的一部分，它的发展有利于带动经济和政治的发展，有利于我国和谐农村社会的建设，有利于树立和落实科学发展观，从而推动全面小康社会的最终实现。对农村文化事业的发展进行思考，促进其发展，是一项伟大而意义深远的工作。

Abstract："Three rural" issue has been the focus of attention in China since the reform and opening up, China has focused on building a new socialist countryside, and attaches great importance to cultural development in rural areas. The party and government has developed a number of policies, a series of measures, combined with the joint efforts of the broad masses of peasants, rural culture in China has made obvious achievements, improvement of education in rural areas, a general increase in the quality of the peasants, the cultural life in rural areas improved, the cultural construction has been strengthened. However, in the process of cultural development in rural areas, some problems are still lead to the development of cultural undertakings in rural areas lagging behind. Farmers' overall cultural quality is not high, still exist in rural areas with negative culture, the culture of serious shortage of funds, the culture of poor infrastructure. Therefore, we have to analyze the development of cultural undertakings in rural areas lag factors, and propose ways and means to solve. Cultural undertakings in rural areas as part of the construction of a new socialist countryside in China, its development is conducive to promote the development of economic and political, is conducive to the construction of harmonious rural society, to establish and implement the scientific concept of development, thus promoting the overall well-off society finally realized.
